Most countries negotiating ACTA have already signed it, and the EU Member States have also recently signed ACTA. But ACTA still needs to be presented to the European Parliament (EP) and if the European Parliament votes NO to ACTA and rejects it, this will deal a likely fatal blow to the treaty. But before ACTA goes to vote before the whole of the European Parliament, several EP committees will be giving their opinion on the text, guiding the EP's final stance on ACTA. This is why as citizens we must contact members of these committees to make sure they hear all about what is wrong with ACTA.

Bei Acta handelt es sich zwar „nur“ um ein abgeschwächtes internationales Handelsabkommen, dessen Wirkung auf nationale Gesetzgebung auf den ersten BLick nicht einfach zu erkennen ist. Dazu sollte man sich ein paar Stellen aus den Absätzen „Legal Framework“ und „Legal Scope“ durchlesen.

ACTA would ostensibly establish a new international legal framework that countries can join on a voluntary basis and would create its own governing body outside existing international institutions such as the World Trade Organization (WTO), the World Intellectual Property Organization (WIPO) or the United Nations. […]

Since ACTA is an international treaty, it is an example of policy laundering used to establish and implement legal changes. Policy laundering allows legal provisions to be pushed through via closed negotiations among private members of the executive bodies of the signatories. This method avoids use of public legislation and its judiciary oversight. Once ratified, companies belonging to non-members may be forced to follow the ACTA requirements since they will otherwise fall out of the safe harbor protections. Also, the use of trade incentives and the like to persuade other nations to adopt treaties is a standard approach in international relationships. Additional signatories would have to accept ACTA's terms without much scope for negotiation.
